It is “neither a sickness, a defect, a disturbance, a neurosis, a psychosis nor a malfunction of any sort,” he said. “We cannot ask for our rights from a position of inferiority or from a position as less than whole human beings.”

The National Capital Area Civil Liberties Union passes a resolution calling on the federal government to end its exclusion of individuals from federal employment based on homosexual behavior or preferences. It was the first branch of the American Civil Liberties Union to challenge the federal employment ban.
